The Office of Management (OM) serves as the primary corporate resource for administrative management in the Office of Science (SC) with responsibility for the development of SC-wide executive policy, oversight and guidance for critical administrative management functions. To achieve its mission and goals, OM ensures that the Office operates efficiently and effectively, thus providing a high level of customer service and quality assurance. The Office develops and executes policies and procedures in support of a diverse and technically talented SC workforce. It serves as an expert consultant to SC senior management, SC program and support offices, and related DOE business and program offices; and performs all other functions determined by the Deputy Director for Resource Management that are required to support the organization to achieve mission success.

The Office of Management is comprised of the following:


Office of Program Direction and Analysis (SCPD)

  • Manages the budget in support of federal salaries and services that directly assist career staff in executing their responsibilities. SCPD plans, formulates, justifies, executes, tracks and oversees the Office of SC Program Direction budget for Headquarters and the Field.
  • Serves as the principal SC-wide point of contact with other DOE staff organizations when representing the program direction budget needs of SC to the Department, Office of Management and Budget (OMB) and Congress.
  • Ensures that funding is managed, monitored, and available for all Federal employee salaries and support costs; manages the SC workforce Full Time Equivalents (FTEs) and associated funds utilization against FTE ceiling; and provides consultation and analysis to the SC-Headquarters Change Control Board (CCB).
  • Serves as the SC representative on the Working Capital Fund (WCF) Board and monitors SC WCF expenditures
  • Manages funding for the Professional Liability Insurance, SEET, and MEDEX programs;
  • Serves as a government purchase card holder for SCPD funds;
  • Monitors and certifies funds availability of SC-Headquarters supply store purchases.
  • Provides oversight for the SC Travel Office at Headquarters and manages the Federal and Advisory Committee travel budgets.

Human Resources Advisory Office

  • Provides human capital advisory services, including strategic planning, organizational analysis and workforce planning.
  • Provides advice to the SC Principals (Director, Deputy Director for Science Programs (DDSP), Deputy Director for Field Operations (DDFO), and Deputy Director for Resource Management (DDRM)) on issues impacting human resources necessary to develop and maintain a highly skilled and motivated Federal workforce throughout the SC.
  • Provides independent advice on matters related to Government Accounting Office (GAO) and Office of Inspector General (IG) audits and investigations, Congressional reporting, FOIA and Privacy Act requests, competitive sourcing (A-76) reviews, and Equal Employment Opportunity (EEO). Identifies problem areas and opportunities and recommends courses of action.
  • Develops recruitment announcements for a variety of clerical, administrative, technical, professional, and scientific positions ensuring that appropriate regulations are followed. Screens applications and provides certificates of eligibles to management. Negotiates pay including compensation incentives as appropriate.
  • Classifies and evaluates individual position descriptions. Conducts position reviews to ensure the accuracy and classification validity of positions and the consistency of the position descriptions across the SC HQ.
  • Administers and advises on the full range of employee benefits which includes Federal Employee Health Benefits, Federal Employees Group Life Insurance, and Retirement programs.
  • Coordinates Voluntary Early Retirement Authority and Voluntary Buyout incentive programs for the SC and the Field.

Office of Administration

  • Manages Temporary (non-federal) Employment for SC. Develops recruitment announcements for administrative, technical, or professional services temporary needs. Serves as liaison between program offices and temp agencies. Establishes policy and provides guidance on salary and extension of assignment requests.
  • Oversees property management control for SC, ensuring compliance to DOE rules and regulations. Manages the overall supply needs and services for SC to ensure quality service and fiscal responsibility.
  • Manages performance management program for SC. Provides advice, analyses, and operational support for all SC HQ organizations relating to personnel performance standards and appraisals. Ensures performance standards and appraisals are coordinated and processed accordingly.
  • Manages the employee awards and recognition program for SC, ensuring compliance with DOE policy and regulations. This includes coordination and processing of Departmental and non-Departmental awards, the Secretary’s Honors Awards, and end-of-year performance bonuses.
  • Manages the Management and Operations (M&O) contractor detailees for the Office of Science in accordance with DOE Order 350.2A. Works with SC program managers to assess their M&O contractor staffing needs, and provides reporting. Oversees IPAs.
  • Coordinates and processes all Freedom of Information Act (FOIA) requests for all SC Field Offices and Headquarters.
  • Oversees, reviews and advises on organizational realignment/restructuring packages for SC. Coordinates processing among SC Director’s Office, Office of the Under Secretary for Science, and the DOE Human Capital Management Office. Serves as liaison to Union regarding SC reorganizations.
  • Manages the Correspondence Control Center for SC (SC CCC) and is responsible for coordinating, managing, and providing a variety of administrative support functions that relate directly to the functions of document tracking, correspondence processing, and electronic records management.
  • Oversees the Customer Advocacy Program. Creates an active customer community that supports the goals of the organization. Studies the needs of the customer; handles and resolves issues in a timely and cost effective manner. Monitors the results of strategic initiatives and projects. Contributes to program effectiveness providing management with options and recommendations for program success.
